You may want to try the Java applet at
http://emerald.midorino.musashino.tokyo.jp/shogi/mini-shogi/Game.html.
It's an interface to the telnet site at
telnet://emerald.midorino.musashino.tokyo.jp:6092/, it's in english,
and it lets you observe other games!  Don't know how many people use
the site though :-(
